How to implement the set-pressure standard for safety valves in pressure vessels

How are the set pressure values for safety valves on pressure vessels and pipelines determined? Is there a setting pressure coefficient of 1.04/1.06 as specified in the TSG11-2022 boiler regulations? I hope everyone can give some advice
A safety valve is set at 1.05–1.1 times the operating pressure, and shall not exceed the design pressure or the maximum allowable operating pressure； It also meets the design requirements.
The above is the general situation; boilers are not necessarily set at multiples of 1.04/1.06 times the operating pressure.
