Is the waste heat boiler in the cracking furnace of an ethylene plant regulated as a pressure vessel? If it is governed by relevant regulations, it would definitely be classified as a Class 3 vessel; however, many organizations treat it as a special type of piping component. What is the basis for this?

It seems that different organizations use different criteria; those dealing with pressure vessels of category three likely have more regulations to follow. Our organization, on the other hand, follows the regulations related to boiler tubes, which is extremely troublesome.
