Issues regarding the design specifications for high-level oil tanks

There is a high-level expansion tank for a heat transfer oil furnace; since it is installed on a small platform at an elevated position, should a retaining wall or a fire dike be installed at the bottom of the steel platform where the expansion tank is located? I checked the petrochemical regulations, construction codes, as well as various petrochemical standards, but was unable to find any specifications related to the design of surge tanks. I would like to ask the experts: 1. What are the design specifications related to surge tanks? 2. Should a retaining wall or a fire dike be designed on the ground of the high-level expansion tank for heat transfer oil? (The heat transfer oil is considered as Category B.)
In our company, a high-level tank is not used; instead, a dike is installed around the oil storage tank to collect oil.
