Regarding the lead plates for pressure testing heat exchangers

I have a question: There is an inlet/outlet RJ-face flanged heat exchanger that needs to undergo pressure testing; lead plates are planned to be used for this purpose. What pressure can 10mm thick lead plates withstand? I hope the experts can give me some advice!
This is also related to parameters such as the diameter of the device!
Heat exchanger specifications BIU1600-4.84/5.94-737-6/19-2: Inlet and outlet on the shell side DN500 PN15.0; inlet and outlet on the tube side DN400 PN15.0. Test pressure: 6.75 MPa
I’m also concerned about this issue; what board should I look at?
Design pressure 4.84/5.94, and the pipe outlet is only 15 kilograms?
Why isn’t a flange cover used for such high-pressure hydrotesting? From a safety perspective, it’s better to use a flange cover. We have never encountered such a problem.
Flange covers are used, but they are flat-type covers; the inlet and outlet of this heat exchanger feature octagonal gaskets, so lead plates are planned to be added between the flange covers and the flanges.
