What are the standards determining whether a spiral plate heat exchanger qualifies as a pressure vessel? Are the judgment criteria the same as those in the fixed capacity regulations?

I can confirm that spiral plate heat exchangers are not considered pressure vessels! There are separate manufacturing standards for spiral plate heat exchangers: JB/T4751-2003 \"Spiral Plate Heat Exchangers\"
Does that mean spiral plate heat exchangers are not within the scope of inspection by the Work Safety Supervision Bureau, the Quality Supervision Bureau, or the Special Equipment Inspection Institute? No registration or filing is required? Should we still distinguish based on medium, pressure, temperature, and size specifications?

According to Article 5, Paragraph 1.5 of the latest fixed capacity regulations TSG21-2016, it is not within the scope of inspections required under these regulations. The standards to be followed are 150 and NB/T47015
