Technical requirements for bolt washers

Dear sea friends: Are there any standard requirements regarding the use of bolt washers? Generally, one washer is placed on each bolt. But today I noticed that there were two flat washers and a spring washer placed on one bolt – is this in compliance with the specifications? Does anyone know which regulation requires that? I vaguely remember that somewhere it was mentioned that spring washers cannot be used under certain conditions, but I can’t find the source of that specification.
There are technical requirements, and the requirements for mechanical design and installation are very clear; the chemical engineering machinery design manuals also specify strict technical standards； Spring washers are mainly used for preventing loosening, and they are not necessary in stationary equipment.
