Welding process qualification for vertical parking garages

In our vertical garage project, one of the drive shafts is welded using Q345 and grade 45 steel; is it necessary to conduct a process evaluation as well? There is no material for 45 steel in the relevant standards. I don’t know how to handle 45 tempered steel. I would appreciate the teacher’s guidance. Thank you.
The carbon content of steel grade 45 needs to be controlled; welding connections should be avoided as much as possible!
