Approved by the Premier, the State Council recently issued the \"Comprehensive Work Plan for Energy Conservation and Emission Reduction during the 13th Five-Year Plan Period\" (hereinafter referred to as the \"Plan\"), which outlines the main goals and key tasks for energy conservation and emission reduction during this period, providing a comprehensive framework for such efforts across the country. 　　The Plan states that it is necessary to implement the basic national policy of conserving resources and protecting the environment, with the goal of improving energy efficiency and enhancing the quality of the ecological environment. Driven by efforts to advance supply-side structural reforms and pursue an innovation-driven development strategy, it is important to adhere to the principles of **government leadership, enterprise responsibility, market-driven mechanisms, and social participation, in order to accelerate the establishment of a society that conserves resources and is friendly to the environment. By 2020, the energy consumption per 10,000 yuan of GDP nationwide was to be reduced by 15% compared to 2015, with the total energy consumption kept below 5 billion tons of standard coal. The total national emissions of chemical oxygen demand, ammonia nitrogen, sulfur dioxide, and nitrogen oxides are to be kept below 20 million tons, 2.07 million tons, 15.8 million tons, and 15.74 million tons respectively, representing a decrease of 10%, 10%, 15%, and 15% compared to 2015. The total national emissions of volatile organic compounds have decreased by more than 10% compared to 2015. 　　The Plan specifies the concrete measures for advancing energy conservation and emission reduction from eleven aspects. First, optimize the industrial and energy structure, promote the transformation and upgrading of traditional industries, accelerate the development of emerging industries, and reduce the proportion of coal consumption. Second, it is to strengthen energy conservation in key areas and improve the energy efficiency levels of industries, buildings, transportation, commerce, rural areas, public institutions, and key energy-consuming entities. Third, it is necessary to deepen the reduction of major pollutants by changing the approach of setting total emission targets based solely on administrative regions. By implementing an emission permit system and establishing a sound total emission control system for enterprises and institutions, emissions from key river basins as well as from industrial, agricultural, domestic, and mobile sources can be controlled. Fourth, vigorously develop a circular economy, promote the circular transformation of industrial parks, and strengthen the treatment of urban waste as well as the comprehensive utilization of bulk solid waste. Fifth, implement key projects such as energy conservation, a circular economy, and the reduction of major air pollutants and major water pollutants. Sixth, strengthen the technical support and service system for energy conservation and emission reduction, and promote systematic energy use and conservation in regions, towns, industrial parks, and energy-consuming entities. Seventh, improve policies such as price and fee mechanisms, fiscal and tax incentives, and green finance to support energy conservation and emission reduction. Eighth, establish and improve market-based mechanisms for energy conservation and emission reduction, and promote contract energy management, green labeling certification, third-party environmental pollution treatment, and demand-side management of electricity. Ninth is to implement the responsibilities for energy conservation and emission reduction goals, and strengthen evaluation and assessment. Ten is to improve laws, regulations, and standards related to energy conservation and environmental protection, strengthen supervision and inspection, and enhance the level of management and services. Eleven is to mobilize the whole society to participate in energy conservation and emission reduction, promote green consumption, and strengthen social oversight. 　　The Plan breaks down the targets for controlling total energy consumption and its intensity during the 13th Five-Year Plan period across various provinces (regions and municipalities), sets energy-saving goals for key industries and sectors, and specifies plans for controlling the total emissions of chemical oxygen demand, ammonia nitrogen, sulfur dioxide, nitrogen oxides, as well as volatile organic compounds in specific areas during the 13th Five-Year Plan period. All regions and departments must fully recognize the importance and urgency of carrying out energy conservation and emission reduction efforts during the 13th Five-Year Plan period, strengthen organizational leadership, clarify goals and responsibilities, ensure strict implementation, and reinforce assessment and accountability mechanisms to achieve the set targets for energy conservation and emission reduction.
