On April 4, the Petroleum and Chemical Industry Planning Institute held an expert review meeting in Pingyuan County, Shandong Province, to discuss the \"Implementation Plan for the Relocation of Yangmei Pingyuan Chemical Co., Ltd. from urban areas to industrial parks as part of the transition to new forms of development\" (hereinafter referred to as the \"Implementation Plan\"). The meeting was chaired by Li Zhijian, assistant to the director of the Petroleum and Chemical Industry Planning Institute. Fifteen industry experts were invited to form an evaluation panel, and leaders from Dezhou City and Pingyuan County sowie relevant departments attended the meeting. It is reported that Yangmei Pingyuan Chemical Industry has taken into full account factors such as its own resource conditions, geographical advantages, industrial foundation, needs for transformation and upgrading, and the need to stabilize the local economy, and has proposed a plan to be implemented in two stages. Phase 1 was completed in 2021: 2 new gasification units and purification systems were built, along with a 300,000-ton/year propylene oxide production facility; the existing 600,000-ton/year ammonia synthesis unit and 1 million-ton/year urea synthesis unit were put to use ; Phase 2 of the project will be completed in 2025: a new ethanol plant with an annual capacity of 200,000 tons and a polyether polyol plant with an annual capacity of 200,000 tons will be built, while the ammonia synthesis plant with an annual capacity of 600,000 tons and the urea synthesis plant with an annual capacity of 1 million tons will be relocated. The expert group primarily discussed aspects of the implementation plan such as its compliance with policies, as well as its feasibility and operability. The expert group believes that Yangmei Pingyuan Chemical has actively responded to the national and local policies regarding the relocation of industries out of cities into industrial parks. It has conducted a thorough analysis of the situation, taken into account its own development needs, and formulated an implementation plan for the relocation and transformation process. At the same time, it has pursued capacity conversion by developing products with high technical content and high added value, thereby achieving industrial upgrading and a shift from old to new forms of productivity. The implementation plan meets the overall objectives set out in Document Lu Zheng Ban Fa [2018] No. 9, namely the \"Implementation Plan for the Relocation and Transformation of Hazardous Chemicals Production Enterprises in Urban Areas with High Population Density in Shandong Province\": by 2025, existing hazardous chemicals production enterprises in such urban areas that do not meet the requirements regarding safety and health protection distances shall be transformed to meet the standards on-site, relocated to standardized chemical industrial parks, or shut down. Among them, small and medium-sized enterprises, as well as large enterprises with significant risk factors, were required to initiate relocation and renovation by the end of 2018, with completion to be achieved by the end of 2020 ; All other large and super-large enterprises shall initiate their relocation and renovation by the end of 2020, with completion by the end of 2025. A phased implementation plan can meet the requirements for safe production, while simultaneously promoting the transformation and upgrading of enterprises, improving the quality of development, ensuring production efficiency and maintaining a stable supply of agricultural products, as well as achieving comprehensive and efficient use of resources and fostering high-end development and green growth in the industry. The expert group believes that the implementation plan is feasible. At the same time, the Implementation Plan is in line with the concept of high-quality development in the new era. In accordance with the policy guidelines aimed at restructuring the chemical industry, promoting transformation, and enhancing efficiency, as well as Shandong Province’s strategy for shifting to new forms of economic growth, project selection is carried out after thorough research. Consulting firms are engaged to conduct comprehensive evaluations from aspects such as the market, technology, and scale. The projects related to propylene oxide and its derivative products, as well as the ethanol project, reflect the characteristics of high-end development, precision, and sustainable growth. The expert group believes that the project selection is reasonable. After examining the site, listening to the company’s reports, and conducting thorough discussions, the expert group unanimously agreed that the company has the conditions and necessities to carry out relocation, transformation, and upgrading. The \"Implementation Plan for the Relocation of Yangmei Pingyuan Chemical Co., Ltd. from the city to a new location as part of the transition to new forms of production\" is policy-compliant and practical, and the plan itself is basically feasible. Yangmei Pingyuan Chemical Co., Ltd. is located in Pingyuan County, Shandong Province. It was established on October 24, 2012, with a registered capital of 560 million yuan. The company is a coal chemical enterprise capable of producing millions of tons of urea and ammonia alcohol; it is a quasi-group-level enterprise under Yangmei Group and is affiliated with Yangmei Chemical Industry Group Co., Ltd. Yangquan Coal Industry Group Yangmei Chemical Investment Co., Ltd. holds 51% of the shares, Sinochem Fertilizer Co., Ltd. holds 36.75% of the shares, and Pingyuan County Juyuan State-owned Assets Operation Co., Ltd. holds 12.25% of the shares. It was formerly the Huafei Factory of Pingyuan County, established in 1968. In November 1998, it was renamed Shandong Deqilong Chemical Group. On June 16, 2008, following the restructuring of Sinochem Fertilizer Co., Ltd., Sinochem Pingyuan Chemical Co., Ltd. was established. On October 24, 2012, Yangquan Coal Industry Group Yangmei Chemical Investment Co., Ltd. invested in the establishment of Yangmei Pingyuan Chemical Co., Ltd.
