Workers resuming work on the ethylene glycol project at Binzhou Chemical Industry in the Weihe River area of Shaanxi / Source: Coal Chemical Industry 114 Forum Date: 2020-02-12 Clicks: 103 The 300,000-ton/year coal-based ethylene glycol production project operated by Shaanxi Weihe Binzhou Chemical Industry Co., Ltd. has seen its advance team arrive at the construction site to carry out intensive preparatory work, all while taking measures to prevent the spread of the epidemic. In the area where the boiler was started up, the water treatment plant carried out various preparatory tasks on the boiler system, including checking for natural gas leaks in the pipelines, performing nitrogen purging, preparing water for use, and inspecting the pipes and valves of the boiler itself. These tasks took approximately 4 hours. At 16:58 on February 3rd, the natural gas ignition of the boiler at Binhua was successful on the first attempt. At 14:10 on the afternoon of February 4th, the purging of the S05 pipeline network in the plant was completed, and the boiler in operation was shut down for standby. On February 5, the Mechanical, Electrical, and Instrumentation Workshop carried out work on connecting the end of the S05 heating pipeline inside the factory to the heat exchange station in the area in front of the factory. Since the construction team had not resumed work, the project headquarters urgently coordinated the deployment of a welder from the company’s headquarters to assist with the final stages of the work, addressing any remaining issues and ensuring smooth operations. At 16:00 on February 6, a water circulation was established in the heating pipeline network of the comprehensive building in the area in front of the factory; after any leaks were identified and fixed, steam was introduced, and the heating system of that building came online. On the morning of February 7, the three workshops worked together once again to successfully put the heating system in the Sinochem Building in the factory’s front area into operation. On February 8, the Water Treatment Plant, the Mechanical, Electrical, and Instrumentation Plant, and the Ethylene Glycol Plant began to carry out inspections and repairs to the water circulation systems in the heating networks of the residential buildings. Shortly after the beginning of spring, the ethylene glycol project is ready to resume operations, awaiting only the return of the geese. The construction site for the 300,000 tons per year coal-based ethylene glycol production facility of Shaanxi Weihe Binzhou Chemical Co., Ltd., which is part of the Shaanxi Coal Chemical Weihe Group, is located within the Xinminyuan Modern Coal Chemical Industrial Park in Bin County. The project covers an area of 600,000 square meters. In April 2016, Shaanxi Weihe Binzhou Chemical Co., Ltd. signed a CTEG technology licensing agreement and an engineering design contract for a 300,000 tons per year coal-based ethylene glycol project with Gaoxuehui and Donghua Engineering. The original owner of the project was Shaanxi Binchang Mining Group Co., Ltd. On November 19, 2014, the 300,000-ton coal-to-ethylene glycol project of Binchang Mining Group was officially transferred to Shaanxi Weihe Coal Chemical Group Co., Ltd. The project construction includes the main facilities such as gasification units, purification units, and ethylene glycol synthesis units, as well as auxiliary facilities for water supply and drainage, desalination stations, power supply, heating, and fire protection. It also encompasses storage and transportation systems, as well as environmental protection measures such as waste gas treatment, wastewater treatment, and solid waste disposal. Upon completion, the project will have an annual production capacity of 300,000 tons of ethylene glycol; the by-products will include 17,576 tons of crude DMC per year, 5,336 tons of DMO reconstituted fractions per year, 5,920 tons of fusel oils per year, 13,440 tons of light fractions per year, 6,048 tons of heavy ethylene glycol fractions per year, and 4,321.6 tons of sulfur per year. The total investment for the project is 5.495 billion yuan, of which 444 million yuan is allocated to environmental protection measures.
