Liquid ammonia tank level

There are two liquid ammonia tanks, each with a capacity of 1,000 cubic meters. They are currently connected in terms of gas flow, with a pressure of 1.2 MPa. Both liquid phases are connected to transfer pipes for loading, but the liquid level readings for the two tanks differ by more than 1 meter. Why is this?
Check the local level gauge and the remote level gauge; use these instruments to determine whether the two-position quick cut valve at the ball tank outlet is fully open, or in its proper position
Loading them together may cause variations in the liquid level; check whether the liquid levels are consistent when they are not loaded together.
