Project Overview Entrusted by Hualu Hengsheng (Jingzhou) Co., Ltd., *is conducting an open domestic bid process for the catalysts required for the syngas comprehensive utilization project; qualified bidders are welcome to participate. II. Basic Information of the Project 1. Project Name: Catalyst for the Comprehensive Utilization of Syngas at Hualu Hengsheng (Jingzhou) Co., Ltd. 2. Project Category: Goods-related 3. Procurement Method: Open bidding 4. Procurement Contents: Package A: 252 m3 of catalysts for adiabatic shift reactors, 252 m3 of catalysts for isothermal shift reactors, and 65 m3 of catalyst protectants for isothermal shift reactors; Package B: 205 m3 of ammonia synthesis catalysts; Package C: 134.7 m3 of methanol synthesis catalysts; Package D: 17.9 m3 of desulfurization catalysts. The tenderer has the right, based on the bidding situation and the overall requirements for project progress, to divide the materials included in the package and award separate contracts for different items to various successful bidders. III. Qualification requirements for suppliers: (1) An entity registered in China with independent legal person status, capable of assuming civil liability independently, and in good financial condition ； (2). The ability to perform the contract, including the required professional and technical qualifications and capabilities, financial resources, equipment and other facilities, management skills, experience, reputation, and appropriate personnel ； Not under a suspension order, with its bidding qualifications revoked, or with its assets seized, frozen, or in a state of bankruptcy ； (3). Possess a bank credit certificate or an AAA-grade corporate financial credit rating certificate ； (4) No records of major violations such as bid fraud or serious breach of contract in the past three years ； (5). **Other qualification requirements stipulated by laws and administrative regulations** ； (6) Other qualification requirements specified in the tender documents; in the event of any discrepancies between the qualification requirements stated in this announcement and those described in the tender documents, the latter shall prevail ； Other qualification requirements described in the technical specification sheet shall prevail in case of any discrepancies with the relevant descriptions in the final version of the technical specification sheet. (7). The agent must provide a authorization letter for the brand they represent. (8) Joint bids are not accepted for this tender. Bid package number, registered capital, performance requirements: Package A – 10 million yuan or more; at least 2 similar project experiences in the past 5 years. Package B – 10 million yuan or more; at least 2 similar project experiences in the past 5 years. Package C – 8 million yuan or more; at least 2 similar project experiences in the past 5 years. Package D – 10 million yuan or more; at least 1 similar project experience in the past 5 years. Note: The past 5 years refer to the period from January 1, 2017, to the present. IV.
