In April 2026, the Jiangsu Provincial Department of Ecology and Environment issued a public notice regarding the approval of Linggu Chemical Group Co., Ltd.’s \"Green and Intelligent Technological Upgrade Project for an annual production capacity of 520,000 tons of urea and 1.3 million tons of urea aqueous solutions\" as well as its \"Energy Conservation and Environmental Protection Improvement Project\". The green and intelligent technological upgrade of urea production involves upgrading the existing facilities with an annual production capacity of 520,000 tons of urea and 1.3 million tons of urea aqueous solution, as well as replacing the equipment; a new set of high-efficiency, low-energy-consuming urea production units will be built on the south side of the current plant site (to replace the old equipment). The energy-saving and environmental protection upgrade involves modifying the existing Phase 1 and Phase 2 conversion units, installing a new sulfur recovery unit, with the original sulfur recovery unit serving as a backup. The plant’s production capacity remains unchanged before and after the technical upgrade. The new urea plant adopts the high-efficiency condensation and low-installation-height CO2 stripping urea process developed by Wuhuan Engineering Company. For sulfur recovery, the existing mature domestic process of \"high-temperature in furnace + three-stage Claus conversion\" is adopted. The transformation and modification are carried out using isothermal transformation technology, provided by Nanjing Dunxian Chemical Technology Co., Ltd. Demolition requirements: For this first phase of the technical upgrade, the urea aqueous solution preparation production facility is to be reused and relocated to the site located south of Zhandu Port. The existing land used for the second-phase sewage treatment plant and similar facilities will be demolished and relocated to the north side of the current site. The existing sulfur recovery unit is retained as a backup unit. One existing urea production unit is set to be phased out and shut down once the new urea plant is completed.
