Layout arrangement for nitration, hydrogen production, and hydrogenation when arranged as a combined plant?

When nitration, hydrogen production, and hydrogenation are arranged as a combined facility, hydrogen production should preferably be located at the edge of the facility in accordance with the design specifications for hydrogen stations； What about nitration and hydrogenation? For safety reasons, it can be placed at the edge of the device or inside it as well; I’m not sure if it’s possible to arrange it directly according to the procedure
Hydrogenation should be arranged according to the process layout, while nitration might need to be placed at the edge.
