The flow direction of the leaking fluid inside the heat exchanger

There is an internal leak in one of the heat exchangers I have; the fluids involved are circulating water and acidic water. Is it the fluid with higher pressure that is leaking into the fluid with lower pressure? Or is it leakage between the two media? Please ask an expert to explain, thank you, bonus points
