The preliminary estimate provided upon winning an EPC project bid allows us to get an idea of the scope of work involved in the project’s construction. However, the preliminary design is rather rough and fails to cover all project details, which greatly increases the difficulty of overall project cost control. At this point, the project manager’s extensive experience is crucial. Currently, few companies are able to accurately take control of the overall situation at the outset of an EPC project. During the project progression, it is essential to communicate closely with the design team to ensure that the design solutions are reasonable and practical, thereby laying a foundation for subsequent construction and cost control. However, it is very difficult to gain the owners’ approval for the design plan and cost control, as it involves balancing and coordinating the interests of various parties, with many variables at each stage. Will engineers be stuck by these challenges? No. Every experience of suffering losses is a valuable asset; through trial and error, we can gain useful insights, take the initiative in the process of transitioning from preliminary estimates to detailed construction budgets in EPC projects, and ensure the smooth progress of these projects along with effective cost control. In a certain municipal engineering project, the workflow is closely interconnected: starting from the surveying of the original terrain, followed by its verification, then the verification of the estimated quantities of work, and finally the preparation of the construction drawing budget. Each step is interdependent and indispensable. Completing these tasks requires a significant amount of manpower. The design team does not complete the preliminary design documents within a few days; rather, it conducts ongoing on-site investigations in the initial stage to gain a thorough understanding of the owner’s requirements, and only after repeated evaluations is the final version developed. During this process, the preliminary design team conducted extensive discussions with the project owner, exchanged ideas on various aspects, and even engaged in negotiations with key stakeholders before finally finalizing the design plan. For the winning bidder, if it fails to get fully involved in the early stages of the EPC project, carrying out these foundational tasks after winning the bid will result in a significant increase in difficulty. After all, for engineers, the ultimate cost and profit of a project are what constitute the core and key aspects of that project. How to do a good job in the preliminary work? 1. Thoroughly understand the preliminary design documents: Conduct a comprehensive and detailed analysis of these documents to grasp the design intent and the overall structure of the project, thereby providing clear guidance for subsequent work. 2. Break down the design estimate and conduct on-site inspections: Detail the design estimate to clarify the composition and allocation of various costs. At the same time, professional personnel are organized to conduct on-site inspections to understand the actual situation, providing a reliable basis for subsequent verification of the workload and preparation of the budget. . 3. Review the quantities involved in the project to identify any discrepancies: Carefully examine the quantities specified in the budget and compare them with the actual conditions on site, so as to detect any possible deviations or issues, and make timely adjustments and corrections. 4. Get involved in budgeting work in advance and analyze the causes of deviations: It is necessary to get involved in budgeting as early as possible, compare the budget results with the preliminary estimates, identify the deviations between them, and thoroughly analyze the reasons for these deviations in order to provide effective support for cost control. 5. Create opportunities for communication: Proactively establish smooth communication channels with stakeholders such as clients and design teams, actively seek opportunities for interaction, stay informed about the needs and opinions of all parties, coordinate and resolve issues that arise during the project, and ensure its smooth progress.
