Do warehouses of categories 3 and 4 require consideration of pressure relief area?

I would like to ask fellow sea freight professionals: does a warehouse classified under Categories 3 and 4 require consideration for a pressure relief area? According to building codes, pressure relief must be taken into account, using pressure relief walls or lightweight roofs. However, from a safety perspective, such walls and roofs have poor sealing properties, which may instead allow water to enter the warehouse. Can warehouses of categories 3 and 4 be constructed as fully cast-in-place warehouses, without considering the pressure relief area?
For Items 3 and 4 of Category A, explosion venting must be considered； If there is a concern about water getting in, the packaging of the materials needs to be waterproof
Mainly, I don’t want to do it; I personally think that using a retaining wall is less safe than using cast-in-place reinforced concrete
What if, in the case of two partitions, the explosion venting area is insufficient?
GB50016/2014, 2018 edition 3.6.14: Warehouses should preferably be explosion-proof. An explosion-proof structure is not required. In fact, many Class A warehouses use lightweight roofs.
