The EPC project for the fixed-bed gasification, shift conversion, and cooling units of Guoneng Xinjiang Coal-to-Gas Co., Ltd.’s 2 billion cubic meters per year coal-to-natural gas project involves the design, procurement, and construction of all processes, static equipment, dynamic equipment, layout plans, pipelines, instrumentation and automation systems, electrical installations, telecommunications systems, civil engineering (structure/construction), daily HVAC systems, fire protection measures, analysis and testing facilities, water supply and drainage systems, safety measures, environmental protection measures, as well as occupational health and safety aspects within the scope of these units. The work is carried out in accordance with the “6+2” requirements. The contractor is responsible for all tasks related to unit testing, mechanical completion, intermediate handovers, delivery acceptance, special inspections, and final acceptance. Additionally, technical guidance and support services are provided to the client during the stages of joint testing, commissioning with feedstock, actual operation, and performance evaluation.

Nature of the project: New construction. Investment: Total investment of 25.037 billion yuan. Scope and details of the project: The new coal-to-natural gas project with a capacity of 2 billion cubic meters per year includes various production units such as gasification, shift reaction and heat recovery, purification, methanation, sulfur recovery, air separation, natural gas drying and compression at the initial processing station, as well as hydrogen production through water electrolysis. Additionally, there are associated storage and transportation facilities as well as auxiliary systems. Project Overview: Guoneng Xinjiang Coal-to-Gas Co., Ltd. plans to build a coal-to-natural gas project in the Zhundong area, with an overall capacity of 4 billion cubic meters per year. The project will be implemented in two phases, with Phase 1 having a capacity of 2 billion cubic meters per year. (The total investment is approximately 17.061 billion yuan, and the project will cover an area of about 223.85 hectares.) ; The capacity of the second phase is 2 billion cubic meters per year. The project covers an area of approximately 400 hectares, with an annual capacity to convert 16.12 million tons of raw coal on-site. Demonstration projects include: industrial demonstration of large-scale, environmentally friendly fixed-bed gasification technology, with the diameter of the gasification furnace increased to 5 meters; industrial demonstration of domestically developed large-scale high-temperature methanization technologies capable of producing 1 million standard cubic meters per hour of syngas; industrial demonstration of low-temperature methanol washing technology suitable for fixed-bed gasification; demonstration of coal chemical processes combined with green hydrogen to achieve carbon reduction; and demonstration of fully electric-driven methods for reducing pollution and carbon emissions. All the key stages of this project utilize domestic processes and equipment, resulting in the establishment of a demonstration project for a complete set of domestic coal-to-natural gas technology systems ; The gasification technology employs a combination of pressurized coal gasification and pressurized pulverized coal gasification ; The air separation unit utilizes large-scale domestic air separation technology and equipment ; The shift conversion will adopt a mature domestic medium-pressure sulfur-resistant shift process ; Low-temperature methanol washing technology, which is already mature in China, is planned to be used for desulfurization and decarbonization ; The methane synthesis process is planned to utilize the methanation technology developed by the Dalian Institute of Chemical Physics in China ; Flue gas desulfurization is planned to employ high-temperature Claus reaction in the furnace + ECOSA@ process ; Nitrogen oxide control is achieved through the use of clean fuel gas, ultra-low NOx burners, and flue gas recirculation technology to ensure compliance with emission standards ; Under normal operating conditions, all treated production wastewater is reused after being separated by type. The project also includes plans to build 1,000 MW of wind and solar power generation facilities, as well as 1 GW of photovoltaic power plants for hydrogen production, combined with carbon capture, utilization, and storage (CCUS) technology, in order to reduce coal consumption and lower carbon dioxide emissions.
