On July 19, in accordance with the relevant provisions of the approval procedures for environmental impact assessments of construction projects, the Department of Ecology and Environment of Xinjiang *** Autonomous Region accepted the environmental impact assessment reports for Xinjiang Jiaguo Weiye New Energy Co., Ltd.’s project for the clean and efficient comprehensive utilization of 6 million tons per year of low-grade coal, as well as its project for the hydrogenation of 600,000 tons per year of coal tar. Construction location: Tiaohu Industrial Park, Tiaohu District, Barkol County, Hami City, *** Autonomous Region, Xinjiang. Total investment: 703,657.29 million yuan, of which the amount invested in environmental protection measures is 327.40 million yuan, accounting for 4.65% of the total project investment. Construction type: New construction. Construction scale and scope: The project will be constructed in two phases. The construction scope includes: in Phase 1, a new low-rank coal pyrolysis upgrading unit with an annual capacity of 3 million tons, a comprehensive utilization unit for raw gas (for hydrogen production) with a capacity of 60,000 m3/h, an LNG plant with an annual capacity of 80,000 tons, a coal tar hydrogenation unit with an annual capacity of 600,000 tons, as well as utility systems ； Phase II includes the construction of a new low-rank coal pyrolysis upgrading unit with a capacity of 3 million tons per year, a comprehensive utilization unit for raw gas (for producing syngas) with a capacity of 90,000 cubic meters per hour, an LNG production unit with a capacity of 80,000 tons per year, a methanol and acetic acid production unit with capacities of 180,000/350,000 tons per year, as well as utility systems. The construction period for Phase 1 is from June 2024 to October 2025, while the construction period for Phase 2 is from October 2025 to October 2027.
