Standard: \"Safety Requirements for Fixed Steel Ladders and Platforms\" (GB4053.1-2009) 5.2.2 The vertical distance from the center line of the tread bars to the continuous surface of the building, structure, or equipment located at the rear of the ladder shall be not less than 180 mm. For discontinuous obstacles, the vertical distance should be no less than 150 mm.

There is no platform up there, and it’s not safe either.
A platform on top of the tank? If conditions permit, an inclined ladder is better; this one is clearly not easy to climb up
