Notice on Soliciting Public Opinions regarding the Approval of the Export Pipeline Project for the Yuhuan Damaiyu Energy (LNG) Transshipment and Transportation Project (Yuhuan Branch). The export pipeline project for the Yuhuan Damaiyu Energy (LNG) Transshipment and Transportation Project (Yuhuan Branch) has been included in Zhejiang Province’s 14th Five-Year Plan for the Development of Coal, Oil, and Natural Gas; the relevant approval requests and other documents have been submitted to our commission by Yuhuan Jiaotou Energy Co., Ltd. To ensure the scientific and **objective nature of the decision, it is hereby made public, and public opinions are sought. Relevant comments should be submitted to the Energy Resources Division of the Provincial Energy Bureau within 7 working days from the date of issuance of this notice. Project Introduction: Outer Transmission Pipeline Project (Yuhuan Branch) of the Huan Daimaiyu Energy (LNG) Transshipment and Transportation Project I. Construction Scale The project consists of submarine pipelines, onshore pipelines, and three processing stations. The total length of the pipeline network to be constructed is approximately 29.7 kilometers, of which 23.197 kilometers are underwater pipelines and 6.503 kilometers are land-based pipelines. Three pumping stations will be installed: the Luolijiao pumping station, the Haishanxiang pumping station, and the Qingjiang pigging station. The diameter of the pipeline from the first station of the Dabaiyu LNG storage and transportation station to the Ruolijiao distribution station is 1016 mm, while the diameter of the pipeline from the Ruolijiao distribution station to the Qingjiang valve room is 813 mm. II. Three stations for construction purposes are required: the Luolijiao Distribution Station, the Haishan Township Distribution Station, and the Qingjiang Pigging Station; the total land area required for these stations is 2.9483 hectares. No land acquisition is needed for other areas. III. Investment Estimate: The total investment for this project is 1,288.67 million yuan. The project’s equity capital accounts for 30% of the total investment, and it will be provided by Yuhuan Jiaotou Energy Co., Ltd.; the funds required beyond this equity capital will be obtained through financing from financial institutions. IV. Pre-conditions for project approval The relevant documents required for the approval of this project have been obtained: the Zhejiang Provincial Department of Natural Resources’ “Opinions on the Preliminary Land Use Review and Site Selection for the Export Pipeline Project (Yuhuan Branch) of the Yuhuan Damaiyu Energy (LNG) Transshipment and Storage Project”; the same department’s “Letter Regarding Feedback on the Matters Related to the Use of Sea Area for the Export Pipeline Project (Yuhuan Branch) of the Yuhuan Damaiyu Energy (LNG) Transshipment and Storage Project”; the Yuhuan Municipal People’s Government’s “Letter on Submitting the Review Opinions on the Social Risk Assessment Report for the Export Pipeline Project (Yuhuan Branch) of the Yuhuan Damaiyu Energy (LNG) Transshipment and Storage Project” (Yuzheng [2023] No. 34); and the Yueqing Municipal People’s Government’s “Letter on Submitting the Review Opinions on the Social Risk Assessment Report for the Export Pipeline Project (Yuhuan Branch) of the Yuhuan Damaiyu Energy (LNG) Transshipment and Storage Project” (Lezhenghan [2023] No. 169), among others.
