The tanks beneath the refining unit have two drainage lines; one leads to the flare system, but the back pressure there is always too high, preventing the oil from being discharged through that line. As a result, it’s necessary to use the other drainage line on-site frequently. However, during thunderstorms in summer, several instances of combustion occurred due to discharge from the higher points on-site. There isn’t a good solution to this problem; the only approach is to refrain from using those lines during thunderstorms and not discharge any oil, and then lower their position slightly. But it seems that this only provides a temporary fix, and the oil vapor discharged at the lower position still has an unpleasant smell and is harmful. Is there any better solution?
Is there an oil and gas recovery system? This on-site emission constitutes the release of organic volatiles, which violates environmental protection regulations. The process of emitting these gases on-site or through flares should be changed to oil and gas recovery; the vacuum pump used in oil and gas recovery (which creates negative pressure) can be utilized to draw these gases in

I don’t quite understand. Allow on-site discharge? What’s the design behind not being able to enter the torch? Is there any liquid that isn’t being recycled?
