Does the qualified level of flaw detection affect the flaw detection ratio?

Today, during the interview, I was asked whether the qualified level of flaw detection affects the proportion of flaw detection performed. As a equipment technician, I don’t have in-depth knowledge of welding either; I was completely at a loss when asked questions, so I’m seeking help from experts to understand this.
If I understand correctly, these are two separate questions~~~
I’m not an expert in equipment, but I can guess at this question; different levels must correspond to different proportions
I only know that different weld coefficients are used for various inspection ratios; a coefficient of 1.0 means 100% inspection.
