Steam venting noise, static pressure at the pipe outlet

Regarding steam venting noise, it can be classified into subsonic jetting and choked jetting based on the velocity of the airflow at the nozzle. For subsonic jetting noise, the static pressure at the nozzle must be lower than the critical pressure. I believe that the static pressure referred to here is absolute pressure, but some colleagues think it is gauge pressure. I would appreciate it if experts could provide guidance and answers to this question. Thank you!

This stagnation pressure is key to determining whether the outlet of the piping system experiences subsonic jetting or choked jetting; therefore, I want to know whether it refers to gauge pressure or absolute pressure, as some pressures are close to the critical value, making it difficult to determine. HG/T20570.10-95 explicitly specifies that it is gauge pressure.
