What is the purpose of the tap water pipeline after methanol distillation?

Dear experts in manufacturing processes, what is the purpose of this water pipe system? I’ve never done this process before; I’d like to ask everyone for advice.
This is the inlet of the secondary condenser after methanol distillation; how can tap water come out here? And at the outlet of the secondary condenser as well, why is tap water being fed in?
I’m not familiar with the process, but are you sure this isn’t the condensate from the methanol gas transmission process? It seems to be a process of condensation as it moves from stage one to stage two; the condensed liquid returns to a container equipped with a level gauge, and once the liquid level in that container reaches a certain height, it is pumped using a small pump into the larger methanol recovery tank.
