Are there regulations stating that flammable and explosive liquids cannot be transported through steel-lined non-metallic or non-metal pipes?

If the materials transported through pipelines are flammable and explosive, the pipelines must be grounded; therefore, it seems that non-metallic pipelines are necessary

In cases where there is corrosion, can steel-lined plastic be used?

SH/T3154-2009 Technical Specifications for Petrochemical Pipes with Non-metallic Linings 4.2.4 Pipes with non-metallic linings used to transport corrosive media should be arranged with a certain slope to prevent the accumulation of such media within the pipes. 4.2.9 When pipes with non-metallic linings for transporting corrosive media pass through the floor slabs or roofs of buildings, the openings and their waterproof edges must be treated to resist corrosion, and measures must be taken to prevent the corrosive media from leaking along the pipe walls to lower floors. When pipes pass through the roof, a rain cover should be installed. 4.2.12 Pipes with non-metallic linings that transport corrosive substances in multi-story pipe galleries should be placed in the lower layers.
But it is both a flammable and explosive liquid as well as corrosive; so can steel lined with plastic be used?
In principle, it is possible, but standards for lined steel pipes and fittings that are commonly used, such as HG20538, specify the scope of application. HG20538 applies to steel pipes and fittings with lining layers made of polypropylene (CPP), polyethylene (CPE), polyoxymethylene (CPO), polytetrafluoroethylene (PTFE), or ultra-high molecular weight polyethylene (UHMW-PE), with nominal pressures of PN10, PN16, Class150, or PN20, and nominal sizes ranging from DN25 mm to DN1200 mm.
Flammable and explosive materials are non-metallic with poor electrical conductivity, prone to the accumulation of static electricity, which can lead to explosions.
For corrosive substances, non-metallic pipes can be used.
