Can the removal rates obtained by the chromium method and the manganese method be inferred from one another?
It can be converted, but there are standard requirements.

The well-known methods for measuring water quality in terms of COD are the chromate method and the permanganate method; these two methods are used in different contexts. The chromate method for COD is the national standard adopted by the Environmental Protection Administration for measuring organic substances in wastewater, whereas the permanganate method is the standard used by water resources agencies to measure organic substances in surface (ground) water. Moreover, when the chlorine content is too high, the manganese method is generally recommended for determination. There should be no conversion relationship between the results obtained using the manganese method for COD determination and those obtained using the chromium method.
