A long-range radar will do, but it’s not very effective.
Radar level gauges work well for this purpose. If there is an opening at the bottom of the tank, a differential pressure level gauge (static pressure type) can be used. Radar gauges do not come into contact with the material; a non-metallic antenna can be selected for them. For differential pressure gauges, the choice depends on the properties of the material – ones lined with PTFE are generally suitable. If it is an open-container tank, an ultrasonic level gauge can also be used; it is relatively cheaper. There may be slight issues due to water vapor condensation (in winter) or rain, but it can be used when the operational requirements are not stringent.
