Can flammable liquids be stored above their flash point? For example, benzene has a flash point of -11°C; can it be stored at room temperature? At around 26°C, the saturated vapor pressure of benzene is already 13.3 kPa. Are there any regulations regarding the storage temperature?

Why not? Go and find out what the flash point means. The flash point of gasoline is in the low tens of degrees below zero; have you ever seen anyone cool gasoline to such low temperatures in order to store it?

According to the building fire protection design codes, substances with a flash point of less than 28°C are classified as Category A fire hazards. It’s just that the fire resistance rating is high and the safety distance is large. It can be stored completely fine.
