In 1985, some employees of BPEC and Fluor established a joint venture to address the issue that foreign engineering companies did not have the necessary qualifications to carry out engineering design work in China. In 1986, the company obtained Class A qualifications for the petrochemical, chemical, and pharmaceutical industries, meaning it started off with a significant advantage. During those ten years, taking advantage of the background of joint ventures, the company thrived in the petrochemical industry, leaving its mark in enterprises such as Qilu, Daqing, Jihua, and Nanhai Ethylene. With the opening up of the market, foreign-funded companies have gained greater independence in China; as a result, experienced employees at BPEC are leaving the company, and Huafu’s market position and capabilities are declining. Acquired by Shanghai Huisheng in April 2005; failure was attributed to a mismatch in cultural philosophies. In December 2005, it was fully acquired by Shenwu Group; by the end of 2017, Shenwu went bankrupt.
