Well, of course it depends on the needs; if there’s no need, then it’s not set up.
Manholes and access holes are not mandatory, of course, but you need to consider them from the perspective of maintenance.

The previous old capacity regulations contained mandatory requirements; these have been changed, as detailed in clause 3.1.14 of TSG21-2016. 1. For pressure vessels that require inspection holes but for which it is not possible to install them, the design agency shall propose specific technical measures, such as increasing the number of inspection items or the proportion of inspections during manufacturing, and specify the key inspection items and methods to be used for regular inspections during the equipment’s operation.
