Source of the regulation prohibiting external vehicles from loading, unloading, and storing goods in Class A workshops

Everyone, does anyone know where the rule stating that external delivery vehicles are not allowed in Class A workshops comes from? We are currently working on a small fine chemicals project, and the client wants to store certain materials in a Class A workshop. We disagree with this, and we would like to know where the rule stating that external delivery vehicles are not allowed in Class A workshops comes from Where does the rule prohibiting storage in Class A workshops come from? Building codes allow for the construction of intermediate inventory warehouses; goods are transported in using internal vehicles, and the storage volume must not exceed the amount required for 24 hours of use. This material is highly toxic and is used in small quantities; the owner insists on keeping it in the workshop. Does anyone know where it comes from?
An electric forklift should work, I guess.
GB50160 Table 4.2.11, Note 11: The roads used for transporting raw materials and products should be located outside the facility, as well as outside the explosion-hazardous areas. There’s no road; the vehicle can’t get in due to a fire:)
