It is not clear what medium you plan to use for heat tracing on pipelines; it is generally applied to materials such as ethanolamine, fatty alcohols, and EOD. From our experience, the results are very good. Especially parts that are prone to freezing, such as valves and pipe elbows. Using thermal paste is merely a supplement for areas where steam tracing is not ideal. The temperature at the area where thermal paste is used is almost the same as that of the heat tracing tube. The downside is that it tends to fall off over time; therefore, after the thermal paste in the application area has dried, insulation aluminum sheeting should be used to cover it from the outside.
