Is a casing required when underground pipes enter the ground at a peak-shaving station?

The project owner requires that underground pipes be laid with sleeves when installed beneath the ground. Are there any relevant regulatory requirements for this?
It should be considered from an operational perspective, to facilitate inspection, maintenance, and replacement.
The client pays to have work done; the person doing the work just needs to take the money and get the job done properly
Under no circumstances should the relationship be reversed
Well, it still depends on the matter at hand; if it goes against the standard specifications, then design changes are not allowed.
