Outlet diameter of forced circulation heat exchanger

For a vertical forced-circulation heat exchanger, must the outlet diameter be larger than the sum of the cross-sectional areas of all the heat exchange tubes? Will a smaller cross-sectional area limit the heat exchanger’s capacity? ? ?
A proper flow rate within the heat exchange tubes ensures good heat transfer; the flow rate in the pipes must take resistance into account!
