The official WeChat account of the China Petroleum and Chemical Industry Federation released yesterday the “Key Tasks and Important Meeting Plans of the China Petroleum and Chemical Industry Federation for 2021”. The year 2021 is a year of special significance in the process of China’s modernization drive. It is the first year in our journey toward the second centenary goal, as well as the starting year of the 14th Five-Year Plan. The working approach of the Federation is as follows: Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, it fully implements the guidelines set forth at the *th Party Congress and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee. It also adheres to the requirements of the Central Economic Work Conference, maintains a general tone of seeking progress while ensuring stability, operates in light of the new stage of development, applies new development concepts, and fosters a new development pattern. Upholding high-quality development, it takes deepening supply-side structural reform as its main task, with reform and innovation serving as its fundamental driving force. All these efforts aim to achieve excellent results in celebrating the 100th anniversary of the founding of the Communist Party of China, thereby laying a solid foundation for the high-quality development of the petrochemical industry during the 14th Five-Year Plan period. I. Strengthen organizational coordination to ensure a good start for industry work during the 14th Five-Year Plan period. 1. Earnestly promote the dissemination and implementation of the guidelines for the industry’s 14th Five-Year Plan. The professional associations should compile the “Compilation of the 14th Five-Year Plans for the Petroleum and Chemical Industry”. They should also promote and disseminate the industry’s 14th Five-Year Development Guidelines, as well as the guidelines for development in areas such as science and technology, green development, modern coal chemical industry, and major technical equipment, along with various other specialized planning guidelines. Thoroughly conduct the interpretation and analysis of the guidelines to guide the high-quality development of the petroleum and chemical industries during the 14th Five-Year Plan period. 2. Enhance the modernization level of the industrial and supply chains. Actively foster comprehensive supply chain service platforms, production-sales coordination platforms, and financial service platforms to promote the upgrading of the industrial chain and supply chain ecosystem. Conduct in-depth investigations and research, carefully analyze the current development status of the industry’s industrial and supply chains, and promote the high-end, intelligent, green, and differentiated development of the supply and industrial chains in traditional industries by enhancing the level of technological innovation. 3. Carry out the utilization and research of hydrogen energy. Prepare to establish the “Professional Committee on Hydrogen Energy Utilization”. Complete the “Research on the Hydrogen Energy Development Strategy for the Petrochemical Industry”, thereby clarifying the role of the petrochemical industry in promoting the green development of hydrogen energy, as well as the facilitating effect of hydrogen energy on the transformation, upgrading, and high-quality development of the petrochemical industry. II. Strengthen operational monitoring to guide the high-quality development of the industry
1. Enhance forecasting and analysis of the industry’s economic operations. Actively coordinate with **relevant departments to collect and analyze industry data; strengthen exchanges and cooperation with various professional institutions, research organizations, consulting firms, and international organizations; continuously improve the database; and establish a platform for industry consultancy reports. Monitor the operational status of the industry and domestic and international development trends, and regularly provide feedback to relevant government departments such as the Office of the Central Financial and Economic Affairs Commission, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the State-owned Assets Supervision and Administration Commission regarding industry-related issues and policy recommendations. Improve and refine the business climate index; establish a database of listed petrochemical companies; and promote pilot projects and demonstrations for the high-quality development of the petrochemical industry. Promote the stable development of the petrochemical futures market and enhance the integration of industry and finance. Establish a Working Committee on Market Analysis and Information Sharing to help enterprises expand into new markets and promote effective coordination among upstream, downstream, and supply-chain entities. 2. Conduct research on major issues regarding the high-quality development of industries. We monitor and study key and hot issues in various industries. The research focuses on topics such as ensuring the self-reliance and controllability of industrial and supply chains, implementing the 14th Five-Year Plan, ensuring oil and gas security, achieving carbon peak and carbon neutrality, promoting the development of hydrogen energy, advancing alternative and renewable energy sources in transportation, developing biodegradable plastics, facilitating enterprises’ participation in the Belt and Road Initiative, fostering green development, and promoting new materials and high-end chemicals, as well as industry reforms. We conduct field research on strategic and forward-looking issues that are highly relevant to these areas. Additionally, we promptly relay the concerns and demands of enterprises to relevant authorities, thereby contributing to reforms in key sectors and helping to create a favorable policy environment. 3. Safeguard industrial security. In coordination with the Ministry of Commerce, we will establish and operate the Early Warning Working Station for Trade Frictions. We will intensify efforts in monitoring and early warning of international trade frictions, case analysis, and information dissemination, and release the “2021 Early Warning Report on the Petrochemical Market”. Continue to participate in industry coordination, tracking, and feedback regarding trade remedy cases; organize and assist enterprises in filing anti-dumping complaints, thereby safeguarding the legitimate rights and interests of enterprises and the industry. Do a good job in soliciting opinions and submitting reports regarding the adjustment of tariff items and rates for the import and export of petrochemical products. 4. Promote the digital transformation of the industry. Promote the deep integration of the entire industrial chain and value chain of the petrochemical industry with next-generation information technologies. Organize matchmaking activities between industry enterprises and ICT firms to facilitate supply-demand connections. Establish an intelligent and digital standard system for the industry, and compile best-practice cases regarding its digital transformation. Promote intelligent manufacturing, networked collaboration, personalized customization, service-oriented expansion, and digital management within the industry. Facilitate fundamental transformations in production methods, resource organization, business service models, and corporate structures, thereby guiding the industry toward high-quality development. III. Uphold self-reliance and self-improvement in science and technology to achieve new breakthroughs led by technological innovation. 1. Make breakthroughs in a number of technologies that address weaknesses and overcome bottlenecks. Effectively carry out projects aimed at tackling key core technologies, and coordinate efforts in developing new material technologies such as novel catalysis, process intensification, membrane materials, and special engineering plastics. Strengthen the collaborative research and development of key technologies and equipment in new energy, new materials, high-end fine chemicals, modern coal chemical industry, and biochemical industry. Accelerate research and development efforts on the resource utilization of CO2 and biodegradable plastic technologies. Focus on technological breakthroughs related to hydrogenation of CO2 to produce methanol, hydrogenation to produce aromatics, electrolysis to produce syngas, and hydrogenation to produce clean gasoline. Make efforts in researching key technologies and conducting industrial demonstration for the production of biodegradable plastics such as PGA, PHA, PBA, PBSA, and PBAT, so as to gain a foothold in several strategic areas. Carry out the annual evaluation of innovative products in the field of new chemical materials. 2. Strengthen the construction of innovation platforms. Actively promote the construction of **-level innovation platforms in the oil and chemical industries; support leading enterprises in the industry to establish innovation platforms and strategically important innovation alliances. Carry out the accreditation of “key laboratories”, “engineering laboratories”, “engineering research centers”, “industrial technology innovation centers”, and “technology innovation demonstration enterprises” within the industry. Vigorously promote collaborative innovation, earnestly facilitate the transfer of technological achievements, strengthen connections between universities and enterprises, establish a collaborative innovation network involving government, industry, academia, research institutions, and users, and enhance independent innovation capabilities. 3. Give full play to the leading role of science and technology awards in the construction of the industry’s innovation system. Organize the application process for science and technology awards properly, further enhance their authority, and strive to create “high-quality projects”. Improve the evaluation system for science and technology awards, enhance the publicity of these awards and the dissemination of their outcomes, and promote the diffusion, transfer, and commercialization of such achievements. Furthermore, strengthen the management and safe operation of special funds for science and technology awards, so as to fully leverage their role as a catalyst in driving industry-wide innovation. 4. Enhance the industry’s ability to utilize and protect intellectual property rights. Actively recommend applying for the MIIT’s “Pilot Program on Intellectual Property Utilization by Industrial Enterprises”, and complete the research project titled “Research on Intellectual Property Issues in the Emergency Supply of Key Petrochemical Materials for Medical Use”. Carry out the selection of intellectual property demonstration enterprises and patent award winners; establish an industry intellectual property working committee; and set up an industry intellectual property operation center. 5. Improve the technical level of equipment. Conduct research on the demand for major equipment, and promote various activities of the Innovation Strategic Alliance for the first sets of major technical equipment. Organize scientific and technological research efforts for the development of major equipment, promote the application of advanced equipment technologies, and strive to facilitate the use of domestically produced new materials in areas such as integrated compressors and high-temperature pumps and valves. IV. Uphold harmony between humanity and nature to foster a new era of green and low-carbon development. 1. Vigorously promote green and low-carbon development. Organize the 2021 Industry Green Development Conference; conduct evaluations, promotion, and application of green technologies; actively carry out the selection and announcement of “energy efficiency leaders” and “water efficiency leaders”; and organize the selection of advanced energy-saving practices during the 13th Five-Year Plan period. Carry out the certification of the green manufacturing system in the industry for the year 2021, with a focus on establishing a green standard system covering the entire life cycle. Study and formulate an action plan for peaking carbon emissions in the oil and chemical industries, and compile and release a roadmap for carbon peak and carbon neutrality. Conduct in-depth research to ascertain the baseline level of carbon emissions, and establish a standard system for carbon accounting, carbon footprint measurement, carbon emission reduction, and carbon assessment. Organize seminars to discuss and promote the basic concepts and implementation pathways for “peak carbon emissions and carbon neutrality”. Strengthen research on the integration of carbon emission and pollution discharge permit systems; make adequate technical preparations and platform development; and actively participate in promoting the establishment of a nationwide unified carbon emission market. Participate in the development and formulation of international methodologies and standards for carbon emission reduction; vigorously promote the work related to energy efficiency “lead performers”; and implement initiatives to foster green and low-carbon leaders within the industry. 2. Accelerate the resolution of prominent environmental issues in the industry. We will continue to advance the battle against pollution, promoting the resource utilization of waste salt, the recycling of waste plastics, and the comprehensive utilization of phosphogypsum. Strengthen the environmental management of hazardous waste and chemicals. Cooperate with the Ministry of Ecology and Environment in formulating the “List of General Industrial Solid Wastes”. Promote the development of guidelines for the environmental management of waste acid, spent catalysts, and waste packaging materials. Conduct environmental risk assessments of chemical substances, and actively participate in the formulation of the “List of Chemicals Requiring Priority Control”. Cooperate with the ** department to develop a plan for reducing industrial solid waste in the petrochemical industry, thereby providing technical support for legislation on the comprehensive utilization of resources. 3. Vigorously promote the improvement of industry safety management. Continue to develop the system of industry safety production standards and accelerate the formulation and revision of such standards. Organize relevant tasks entrusted by competent ministries and commissions, such as the “Annual Work on Safety Assessment of Central Chemical Enterprises” and the “Research, Promotion, and Application of Responsible Care and HSE Systems”. Implement the action plan for enhancing safety skills, and earnestly promote improvements in safety management within industries, enterprises, and industrial parks—particularly among small and medium-sized enterprises and small-scale parks. By establishing standards, strengthening monitoring, regulating management practices, and intensifying training, we aim to elevate the overall safety management efforts and standards across the entire industry to a new level. 4. Comprehensively enhance the service capabilities of the quality and technical infrastructure. Further advance the “Quality-Driven Development” initiative, organize the exchange and promotion of outstanding quality achievements, and continuously promote research on key technologies such as NQI. Implement key projects aimed at improving product quality and strengthening foundational capabilities, so as to foster a group of leading enterprises such as “specialized, sophisticated, distinctive, and innovative” little giants, single-product champions, and large conglomerates. Establish a standard system to support the high-quality and green development of the industry. Focusing on key areas such as new chemical materials, green and low-carbon technologies, safety and environmental protection, the Belt and Road Initiative, and green supply chain management, accelerate the formulation and revision of group standards. We will further advance international standardization efforts, actively promote mutual recognition of standards with countries and regions involved in the Belt and Road Initiative, and accelerate the translation of standards into foreign languages. Organize the 2021 National Petrochemical Industry Quality and Standardization Conference. 5. Further promote Responsible Care. Successfully hold the Responsible Care Conference; release the “Three-Year Action Plan for Responsible Care 2021–2023”; publish the 2020 Responsible Care Report and the Responsible Care Newsletter; and complete the handover of the third term of the Responsible Care Working Committee. Improve the construction of the Responsible Care standard system; revise the HG/T 4184 standard; and finalize the formulation of six implementation rules for Responsible Care as well as two standard guidelines. Register the Responsible Care trademark in China and issue the guidelines for the use of the Responsible Care trademark. Thoroughly carry out awareness-raising and training on Responsible Care; continuously evaluate the implementation effectiveness of Responsible Care; give full play to the roles of various working groups; and strengthen communication and exchanges related to Responsible Care. V. Promote dual circulation both domestically and internationally, and enhance the overall level of opening up across all industries. 1. Do a good job in serving foreign-funded enterprises in China. Cooperate with foreign enterprises in China in areas such as industrial policies, market demand, technological innovation, international exchanges, joint ventures, and industrial and supply chains. 2. Promote the implementation of “going global” projects. Strengthen cooperation with enterprises in Asia, Europe, Central Asia, and the Middle East. Conduct a comprehensive analysis and assessment of the impact of the RCEP agreement on the petrochemical industry; organize specialized training on RCEP for the entire industry; strengthen cooperation with enterprises in Southeast Asia in implementing the RCEP agreement; and leverage the positive and beneficial aspects of the agreement to promote deeper and more substantial Belt and Road cooperation across the industry. 3. Further strengthen international exchanges and cooperation. Successfully host key conferences such as the China International Petrochemical Conference. Successfully host important conferences such as the High-Level Dialogue between Chinese and Foreign Petrochemical Multinational Corporations, the 14th China-ROK Petrochemical Conference, the 6th China-Japan Chemical Industry Summit, the 7th China-Japan Government-Private Sector Dialogue, and the 11th Cross-Straits Petrochemical Science, Technology, Economy and Trade Exchange Conference. Actively participate in and host conferences and events organized by ICCA; continue to strengthen ties and cooperation with international organizations such as ICCA, the International Energy Agency, and the International Fertilizer Association. VI. Effectively raise the political stance, and organize activities for studying Party history and commemorating the centenary of the founding of the Party. 1. Continuously do a good job in Party building. Explore new methods and approaches to integrating Party building work with the enhancement of industry management capabilities under the new circumstances. Continuously focus on political development, ideological education, organizational development, institutional building, work style improvement, and professional competence. Strive to continuously improve one’s political literacy, professional skills, and organizational coordination abilities. Maintain a down-to-earth and pragmatic work style characterized by thorough research and investigation. Carry forward the Federation’s fine tradition of “simple personnel relations and close working relationships.” Actively participate in the activities of the Rural Revitalization Working Group under the State-owned Assets Supervision and Administration Commission, so as to effectively link the consolidation and expansion of poverty alleviation achievements with rural revitalization. 2. Thoroughly carry out educational activities on the study of Party history. Study and comprehend the important remarks regarding the history of the Party; organize and carry out educational activities on the history of the Party as well as special educational activities themed “Inheriting the red spirit and promoting industry traditions”. Guide the vast number of Party members and cadres to strengthen the “Four Consciousnesses”, firmly uphold the “Four Spheres of Confidence”, and resolutely uphold General Secretary Xi Jinping’s core position and the Central Committee’s authority and its centralized, unified leadership. This will help continuously improve their political judgment, political comprehension, and political execution capabilities. 3. Solemnly hold a series of activities commemorating the 100th anniversary of the founding of the Party. Organize a series of activities, including a commemorative conference for the 100th anniversary of the founding of the Party and an essay competition. Successfully complete the compilation of the “History of Chinese Industry: Petroleum Industry” and the “History of Chinese Industry: Chemical Industry”. Guide the entire industry to gain a deep understanding of the remarkable development achievements, experiences, and pathways of China’s petroleum and chemical industries. Foster the inheritance and promotion of outstanding spirits and fine traditions, so as to cultivate positive forces that drive the high-quality development of the industry.
