The nominal pressure requirement for pipeline components used for flammable and toxic media must be greater than or equal to PN16. Is there such a regulation?

Is there any specification in the chemical industry stating that for pipes and components handling flammable and toxic media, the nominal pressure requirement should be greater than or equal to PN16? I found a statement in GB50316 stating that for A1 fluids, the nominal pressure of the pipes must be greater than PN2.0MPa; however, there seems to be no such requirement in other standards such as the HG20592 flange series standards, nor was it found in the new GB20801 standard. Is there any basis for this claim at all?
