ENEOS Corporation (hereinafter referred to as “ENEOS”) and Mitsubishi Chemical Corporation announced that the chemical recycling facility for launching the plastic-to-oil business, which has been under construction in Kamisu City, Ibaraki Prefecture (Ibaraki Plant) since July 2021, has been completed, and a completion ceremony was held on Wednesday, July 2, 2025. Technological breakthrough: Supercritical water unlocks plastic recycling. This new facility utilizes the advanced hydrothermal plastic recycling technology Hydro-PRT™, which employs supercritical water to chemically break down waste plastics, thereby converting them into reusable recycled oil (plastic-to-oil). Licensed by the British company Mura Technology, this technology uses water under high temperature and pressure as a solvent to effectively prevent side reactions during the plastic degradation process, ensuring the production of high-purity recycled oil. This recycled oil can be used not only in ENEOS and Mitsubishi Chemical’s existing refining and ethylene cracking plants, but it can also be further processed into petroleum products, chemicals, and new types of plastics, enabling closed-loop reuse from the source and truly realizing a reverse transformation from waste plastics to raw materials, thus contributing to the establishment of a recycling system for plastics. It is worth mentioning that the facility also plans to obtain certification from the International Sustainable and Carbon Certification System (ISCC PLUS). This certification system allows tracking the origin and usage path of recycled resources, meaning that the recycled oil produced by this facility and its downstream products will enter the market with a \"sustainable label,\" thereby enhancing the credibility and competitiveness of green products in the global market.
