We have a large amount of waste formic acid, which we neutralize with sodium hydroxide to produce sodium formate for recovery. First, we pour the waste formic acid into a reaction vessel, then add sodium hydroxide for neutralization. There is a jacket filled with water outside the reaction vessel, which is used to cool down and remove the heat generated by the reaction; since a large amount of heat is produced, the cooling effect of the jacket water is slow. Could we instead pour the acid and base into a Venturi reaction tube, where they can be cooled more quickly through water cooling? This way, the neutralization process could proceed faster

I have seen chlorine and lime water react in a Venturi reaction tube in projects. Therefore, it should be no problem to introduce acids and bases into the Venturi reaction tube.
Theoretically, there are no major issues; the key is how to make the selection and whether considering formic acid recovery is feasible.
How is your formic acid sodium recovered? Evaporation crystallization? If so, why not make use of this heat? If not, a venturi can be used as a reactor, but there is a risk of clogging; there are also pipe mixers, similar to tees, with internal components, which are often used in wastewater treatment as piping elements for acid-base neutralization. As for heat transfer, if you find that the jacketed heat transfer is slow, you can consider adding an internal coil for cooling, which also yields good results
