The foreign buoy level gauge has died; who can bring it back to life?

It has been in use for just 2 months; currently both meters show around 5%. Judging from the sight glass, it seems that the actual level is over 50%. Is there anyone who can help fix it?
What medium is being measured? What are the temperature and pressure?

Then call the foreigners over and scold them, make them pay.
