Compared to flow meters used for process control and internal measurement, those designed for trade settlement have an impact on the accuracy of flow measurement that directly affects the interests of customers; therefore, it is particularly important to choose the right type of flow meter in such cases, as high precision is required for process control. In enterprises that provide centralized heating, heat energy is purchased by a large number of users, and the cost of this heat energy must be calculated based on measurements of its flow. Flow meters serve as the primary basis for calculating these costs, which is why they are given significant attention by both parties involved. Flow meters installed on pipelines are used to measure thermal energy; they form the basis of a company’s operations. If these flow meters do not provide accurate readings, it can lead to losses for the company. Flow meters used for trade settlement must meet certain requirements. 1. Requirements for the measurement accuracy of flowmeters: The accuracy required of flowmeters must be higher than that specified for process control. 2. Requirements regarding the measurement range of flow meters: In heating networks, various users have very different requirements as far as the range covered by the measurement systems used in enterprises. Some customers have high production volumes and require continuous operation, with relatively stable flow rates over time. Other users experience significant fluctuations in flow rates depending on the season; for example, some customers see large differences in flow rates between summer and winter. Yet there are also customers whose production is irregular, with flow loads being zero most of the time. Therefore, a wide measurement range is required for flow meters. 3. The minimum flow billing feature: if the user’s minimum usage volume is lower than the minimum flow level specified by the flow meter, then either no flow signal is generated, or the flow signal is so weak that it gets filtered out. This is highly detrimental to the heating company, as it results in losses for the supplier and undermines fairness. To prevent such situations, regarding the flow volume used for trade settlements, the supplier and the consumer usually agree on a maximum and minimum flow level based on the normal operating range of the flow meter. If the minimum flow volume is below the specified minimum level, then charging is done according to that minimum flow level. 4. Requirements for time-based billing: Companies generally encourage energy use at night in order to maintain a balanced load throughout the day and night, avoiding excessive energy consumption during the day; usually, the cost of using energy at night is lower than that during the day. 5. Requirements for the power loss recording function: Flow meters used for thermal energy measurement by users are usually electric in nature. When the power supply is suddenly interrupted, the meter stops working; however, the cumulative flow amount remains unchanged and does not increase. Sometimes, users at the site turn off the power supply of the measuring meter for a while in order to save some costs, but this is not allowed. The power loss recording function of the meter is designed to prevent such situations from occurring, allowing it to record the times when the meter loses power as well as when it resumes operation. In other words, it keeps track of all instances of power being turned off, whether intentionally or unintentionally. 6. Requirements for detecting gas shutdown: Some on-site customers turn off the steam completely on rest days when they are not in operation, closing the valves to stop using gas; once the flow meter detects a gas shutdown, it immediately stops accumulating flow data. 7. Scheduled meter reading function: This function allows the cumulative flow volume to be read at the time set by the reader, and it is then stored in a meter unit; the cumulative flow value in this unit remains unchanged until the next reading time, when it is reset. 8. Panel reset function: When panel reset is enabled, pressing the reset button on the flow meter will clear the cumulative flow volume. Flow metering is one of the components of metrological science and technology, and it is closely related to the national economy, national defense construction, and scientific research. Doing this work well plays an important role in ensuring product quality, improving production efficiency, and promoting the development of science and technology. Especially in today’s era of energy crises and an increasing degree of automation in industrial production, the significance and role of flow meters in the national economy have become even more evident.
