What is the difference between fire safety design cut-off valves and ordinary valves?

Hello, everyone: When the medium is flammable, cut-off valves (ball valves) need to have fire safety design. I don’t understand what the difference is between cut-off valves with fire safety design and ordinary valves, and why control valves do not require such fire safety design. I would appreciate it if anyone who knows the answer could give me some guidance. Thank you.
The seal of the safety-designed shut-off valve uses a hard seal, and it is equipped with a fuse that closes the valve in case of an emergency.
I’m familiar with hard-sealed valves; the packing used is flexible graphite. However, I worked on a project where the specification sheet included an additional section regarding fire safety design per API-607. Looking back at it now, I don’t understand what the difference is between such valves and ordinary shut-off valves.
Does the shut-off valve have a high fire resistance rating? I don’t quite understand. Could you explain it in more detail? Thank you
