DCS system password unlocking

Process upgrades often require the addition of valves or other instrumentation devices. Since the programs are password-protected and cannot be modified arbitrarily, I asked the manufacturer for help several times to make the changes; now they are charging for these services and refusing to provide the passwords. Is there anyone who can decrypt them? It can be done on a paid basis; please contact me.

Siemens systems generally do not have passwords set; if the manufacturer has set one, then one can only ask them about it. Typically, a password is required for the upper-level computer, but why is a password needed for the lower-level computer?
