Determination of interlock level

How is the level of interlocking determined? What is the basis? There are many management systems related to interlocking that can be found online, but none of them specify **which standard/regulation requires them. Does anyone know?
What is the interlock level? Security level?
It is generally divided into three categories: A, B, and C, or into level 1, level 2, and level 3. Grade A interlock stops the feed supply, resulting in a shutdown of the entire plant and having a significant impact on production ； Level B interlock refers to a situation where the shutdown of an important interlocking device or unit results in a partial shutdown, affecting local production ； Class C interlock is a standard interlocking device; even if it fails, production is not affected.
During the project construction phase, the interlocks were determined as SAl1/2/3 based on safety pre-assessments and HAZOP analyses. Each key piece of equipment is subject to relevant petrochemical standards; for example, there are specific interlock design specifications for reactors under petrochemical standards
The grades are determined by the manufacturing process. The instrumentation specialty is solely responsible for implementing instrument functions.
