Does a two-position on-off valve require packing?

As the title suggests, does a two-position on-off valve require packing? I only know that the control valve needs packing.
Whether it is a control valve or a two-position on/off valve, and regardless of whether it has a linear or rotary actuation, the part of the valve stem that extends outside the valve body needs to be sealed. The most common sealing method used at present is packing.
