As shown in the diagram, why is air leaking from port 3 when the solenoid valve is not powered?
The gas source inlet is connected incorrectly; it seems that 2 is the inlet, 1 is the outlet, and 3 is the exhaust port. When there is no electricity supply, 1 and 3 remain open. Check whether 1 has been mistaken for the inlet, or simply blow air into port 1 or 2. If air comes out of port 3, then it’s the outlet of the solenoid valve
It’s either the seal is damaged or there’s dirt on it. Open it up and you'll see.
