The company requires very few I/O points for the SIS system; the SIS system used in the previous control system was too expensive. Are there any other ways to achieve safety interlocks?
In a sense, SIS is a PLC that has been certified by TUV.

I encountered this issue in a recent project. Since there was a centrifugal compressor in the process and it was controlled by an ITCC system, we combined the two systems when placing the order (with the SIL level set at SIS), using separate controllers, which helped save a significant amount of money.
Find out what SIL level is required for your SIS loop, and select the appropriate field instruments and systems based on that requirement; simply installing an SIS system is not enough to meet the requirements

Is the ITCC on the 4th floor being merged with SIS? The local work safety supervision agency states that SIS cannot be used for control, only for interlocking protection – how can this issue be resolved?

The so-called SIS is used for safety interlock protection; in other words, it has undergone safety level certification. The commonly used standard is the SIL level, and generally, a SIL3 level is required. In simple terms, it refers to PLCs with a higher level of safety, characterized by high reliability as well as the requirement for rapid and accurate responses from both software and hardware systems. A regular PLC can achieve this logically, but it fails to meet the requirements in terms of interlock response time. If the number of points is very low, some companies’ SIS systems come with small, standalone controllers that have integrated IO points (though no company will admit this, as it might be seen as advertising), and the original poster might want to consider that option.
If there are few points, a relay control system can also be used.
Refer to GB/T 50770-2013 to determine the SIL level of the instrument circuit.
