1131 is a 3-2-1-0 configuration; two processors have failed, but the remaining one continues to operate. The exact number of times local downsizing has been applied is unclear, but over these many years we have made numerous modifications without ever reaching the upper limit for local downsizing; you can consult their technical support staff.

Local loading refers to the loading of programs within software, and it has nothing to do with hardware. Are you going to change the hardware? When the hardware button is gray, it generally indicates that it cannot be modified in the current state, and this has nothing to do with the maximum number of times it can be used locally. We do not allow hardware modifications online, so we have not encountered the issue you faced.
