Regarding the emergency cooling system of SIS

In the hazardous chemical processes that are under close supervision, the reactor jacket has two circuits: cooling water and steam. How should interlocks be set up during an emergency shutdown – should the cooling water be turned on while the steam is turned off? In that case, 4 shut-off valves are required.
I’m afraid this will require the process engineers to specify the requirements, which will then be implemented through instruments
How to implement interlocking should be determined by the process based on safety requirements; as many shut-off valves as necessary should be installed.
