Questions about PLC ladder diagrams

Why don’t the data change when the button is released in Figure 2? Has it locked itself? Then why does the previous light go out again before pressing another button, and the corresponding light turn on? If another button is pressed, won’t the SUM command count 2? I’m not quite sure after self-study; is this related to cycles? Please, masters, help me figure this out
Is it because you didn’t capture the whole image, or what? Is this Figure 2? It’s completely impossible to tell which ones are buttons in this program, so no one can answer.
